The same tools being used to track the spread of coronavirus will be used to track protesters and dissidents after the crisis ends. Many of these surveillance tools have existed for years but they have grown more sophisticated over time. This crisis will hasten that iteration process and further normalize widespread usage.
Most surveillance methods leverage mobile phones so the best option is to stop carrying them around with you. When that is not an option you should consider running hardened android with all google services removed.
